West Court Street (Waveland Road to Washington Street)

Construction Update - Week of 6/23/2025

Current Construction Operations:

  • Water main was installed through N Grant Ave.
  • North Grant St water main tie in was completed.
  • Crews are hooking up individual properties to the new water main. Short interruptions to service will occur. The crews will be knocking on doors when water will be turned off.
  • Storm sewer work east of Pearl St was completed.
  • Gravel grading and removals was completed east of Pearl St ahead of concrete curb and gutter and sidewalk placement.
  • Concrete crews will begin to pour curb east of Pearl St late this week.
  • Tonight (Thursday) between 8PM and 6AM, the intersection of Arch St and W Court St will close to make the water main connection. It is anticipated to reopen before the morning commute.

Upcoming Construction Operations (Week of 6/23/2025):

  • Water Main Intersection Closures. Please note that businesses and residences will still be accessible up to the either side of the intersection closures. Subject to change depending on weather:
    • Water main will be tied into South Orchard St Tuesday June 24 at 7am. In order to do this work, crews will shut down the intersection of W Court St and S Orchard St at 7am.
    • Water main will be tied into South Grant Ave Wednesday June 25 at 7am. In order to do this work, crews will shut down the intersection of W Court St and S Grant Ave at 7am.
    • Water main will be tied into South Willard Ave Thursday June 26 at 7am. In order to do this work, crews will shut down the intersection of W Court St and S Willard Ave at 7am.
  • Water main installation will continue on W Court St working toward the west. Temporary shutdowns of water services will occur as the crews moves through intersections. Be on the lookout for door tags notifying of water service interruptions.
    • Please note that there may be unplanned instances where water may need to be shut down in an emergency situation. If an unplanned shutdown is likely to last for a long period of time, the crews will be knocking on doors to notify residents and businesses.
  • Shutdowns in water service to individual properties will occur. The crew will be hanging door tags or knocking on doors to notify specific properties when they will be making the new connection.

Traffic Notices:

  • Traffic will need to use alternate routes when water main work requires a closure of intersections. Typically, traffic can go around the block to bypass the closed intersection. As noted above, businesses and residences WILL BE ACCESSIBLE during closures up to the closed intersection.
    • The intersection of W Court St and Arch St will be closed between 8PM and 6AM the night of June 19th into the morning of June 20th. Please use an alternate route around the intersection.
    • The intersection of W Court St and S Orchard St will be closed at 7AM on Tuesday June 24th. Please use an alternate route around the intersection.
    • The intersection of W Court St and S Grant Ave will be closed at 7AM on Wednesday June 25th. Please use an alternate route around the intersection.
    • The intersection of W Court St and S Willard Ave will be closed at 7AM on Thursday June 26th. Please use an alternate route around the intersection.
  • Side streets that are currently gravel surface will be maintained as best as they can be while still prioritizing the work that needs to be done. Please drive through these areas slowly and with caution.

  • There will be one lane in each direction of West Court Street available throughout the duration of the project from Pearl Street to the west. Periodic closures of intersections may required alternate routes for short periods of time.
  • East of Pearl Street to Five Points will remain closed until the Five Points project is completed.
  • Side streets and driveways will remain open unless work operations are occurring directly in front of a driveway or side street. Property owners will be notified prior to closing access to their driveways. Most of these closures will be very short duration closures, typically less than a day. Please be patient with crews performing the work. If your access is blocked and you need immediate access, please speak to one of the crew members.   • Please see the images below of signs that may cause confusion to vehicular traffic. If you see an orange sign that has the word “DETOUR” with an arrow and a picture of a person walking or a bicycle, these are for pedestrians only. They are meant to detour pedestrian traffic using the sidewalks around the construction zone when curb ramps and sidewalks are not traversable. They are not meant to detour vehicular traffic.
 
 

US 51, Center/Court/Milwaukee/Centerway (Five Points)

  • Water main will be tied into the south side of Arch St. In order to do this work, crews will shut down the intersection of W Court St and Arch St between the hours of 8pm and 6am (night time work). This work is scheduled for Thursday June 19.
  • Water main installation will continue on W Court St working toward the west. Temporary shutdowns of water services will occur as the crews moves through intersections. Be on the lookout for door tags notifying of water service interruptions.
    • Please note that there may be unplanned instances where water may need to be shut down in an emergency situation. If an unplanned shutdown is likely to last for a long period of time, the crews will be knocking on doors to notify residents and businesses.
  • Shutdowns in water service to individual properties will occur. The crew will be hanging door tags or knocking on doors to notify specific properties when they will be making the new connection.
  • More storm sewer work to rehab or replace inlets will occur.
  • Removals and grading for concrete curb and sidewalk will occur.
  • Concrete crews will begin forming and pouring sidewalk and curb in various locations. They will also begin pavement repairs where the underlying pavement has failed.

    • At this point, they have tied in the new main at N Washington, N Terrace, N & S Pearl, N & S Chatham, N & S Palm, N & S Pine, N Walnut, and N Oakhill.
    • Services are being reconnected to the new water main up to N Oakhill Ave, so that the crew can continue installing the main beyond Arch St.

Construction Update - Week of 5/12/2025

Current Construction Operations:

  • Water main work is continuing moving west. The crew has installed 12-inch water main through the N Pine St intersection and will continue working up to N Walnut St.
  • Water main crews have dropped back to begin hooking up individual properties to the new water main. Short interruptions to service will occur. The crews will be knocking on doors when water will be turned off.
  • Removal of existing curb east of Pearl St and grading is occurring.
  • Utility location for telecommunications work will continue.

Upcoming Construction Operations (Week of 5/12/2025):

  • Water main installation will continue on W Court St working toward the west. Temporary shutdowns of water services will occur as the crews moves through intersections. Be on the lookout for door tags notifying of water service interruptions.
    • Please note that there may be unplanned instances where water may need to be shut down in an emergency situation. If an unplanned shutdown is likely to last for a long period of time, the crews will be knocking on doors to notify residents and businesses.
  • Water main work will be the major operation for several weeks. Once a pressure test is performed, they will drop back and start connecting properties to the new main. Another short shutdown in water service to individual properties will occur during this operation. The crew will be hanging door tags to notify specific properties when they will be making the new connection.
  • Water main installation will occur across W Court St at Palm St beginning on Monday morning. Traffic will need to use an alternate route around the closed intersection. Property owners will still be able to access their driveways during this closure.

Traffic Change Notice:

  • Traffic will need to use alternate routes when water main work requires a closure of intersections. Typically, traffic can go around the block to bypass the closed intersection. See Upcoming Construction Operations above for upcoming intersection closures

  • Asphalt was placed in the patch areas for the storm sewer and sanitary sewer manholes.
  • Water main work has begun east of Pearl St. It is moving west from there. N Pearl St is closed today for water main work to get through the intersection and tie into the existing on the north side. Once this work is completed, the intersection will reopen.
  • Traffic is shifted into Stage 1. There will still be some traffic control being shifted around to facilitate access to driveways and parking lot accesses, but the traffic shift portion is completed.
  • Electrical conduit will be installed in the north terrace to facilitate new lighting.

  • Sawing pavement, sidewalks, and curb is continuing along W Court St and on the side streets.
  • Storm sewer and sanitary sewer repairs will continue in the closed middle lanes. Most of these structures are in the middle of intersections. Please be cautious while navigating around the construction zone. Intersections where work is being performed will be temporarily closed.
  • Asphaltic surface will be placed in the patches after the storm sewer, sanitary sewer, and loop detector work has been completed.
  • Loop detector conduit that will control the traffic signals are being installed at Crosby and Arch.
  • Prep work for the traffic shift will begin later this week. Double yellow lines and flexible tubular marks will be installed. If this work gets finished in a short period of time, traffic will be shifted into the stage 1 configuration. See the attached pdf.

  • Temporary traffic signals are being installed at the Crosby Street intersection. They will be fully operational by the end of the week.
  • Pavement sawing has started so crews can make repairs to the storm sewer and sanitary sewer structures. It is also being sawed for the new water main installation work.
  • Inlet protections are being installed.
  • Existing signs are being removed.
  • Storm sewer and sanitary sewer repairs will begin Friday in the closed middle lanes. Most of these structures are in the middle of intersections. Please be cautious while navigating around the construction zone. Intersections where work is being performed will be temporary closed.

  • Prewarning digital message boards are out advising traffic of upcoming lane closures to start next week.
  • The section between Pearl St and Five Points has been closed in order to begin marking the saw cuts for next week.

  • Beginning Monday morning, March 31, crews will place traffic control to reduce traffic to one lane in each direction. Crosby Street will have the outside lanes closed so electrical crews can install the temporary traffic signals. As vehicles travel east toward Five Points, the closure will shift to inside lane closures for storm sewer crews to repair manhole structures in the center of the roadway.

  • Erosion control measures will be installed to protect the storm sewer system.
  • Existing traffic signal equipment will be removed from Crosby, Arch, and Pearl St.
